This achievement can be unlocked before playing the game at all. At any time after you start up Splinter Cell, go to the extras menu. You will find the 3rd Eicholon outfit available for free, you only have to press A on it. Once you hit the A button, the achievement will unlock.

Alternately, you can play through the game earning money to unlock one of the other outfits.
