This achievement is done in the last area of Salt Lake City, the 4th area - the one after the area where you climb up loads of pipes to get to the exit. Equip remote mines and proximity mines. I put all my clothing upgrades into gadgets as well.
From the weapon stashes turn left and go back as far as possible. Press up on the d-pad to spot a fire extinguisher. That will alert the guards (you'll need to kill 24 of them).
Go up the stairs and towards the standing spotlights (there are four lights on the one unit). Go around the corner and take out the extinguisher.
This will cause most of the baddies to come towards you. Tag them as and when you can so that you know where they are. When they get near throw a proximity or remote mine. They will take out plenty of enemies.
If you get spotted run back around the corner and look for a small doorway on the left. Hide in there and pick off more enemies. Only go hunting if necessary. The wall to your left is climbable and allows you to kill more enemies and hide.
When you get down to 1 enemy keep him tagged and take out anything you can shoot (extinguishers and fuel tanks). There are three heights to this level. The hard to spot ones tend to be at ground level.
Take out everything until you are sure (run around everywhere with your sonar on, keeping away from the guard).
Notes:
The achv only popped for me when I killed the last guard.
I had three runs before where I was sure I nailed it but no achv popped. I cleared my hdd cache and it worked.
Every achv in the DLC is doable solo. I know this because that's how I did them.
