Upgrade one of your plasmids to the third level. You have to upgrade to the first levels before this 3rd level becomes available. For example you need Electro Blast before Electro Blast 2 becomes available, and you need Electro Blast 2 before Electro Blast 3 becomes available. This will take quite a bit of ADAM, so you may not get it until several chapters into the game. But once you purchase the third level version of whatever plasmid you going for, this will unlock right away.
