Simply complete the story like it says to. It should unlock after the cinematic following the prison mission. The mission in itself shouldn't pose too much trouble though.

Just a heads up, if you're confused like me after mission #20 "Collector's Item". You're supposed to get a text message from Jim to meet him at Ray's, but in case that doesn't happen here's what I did:

1) Call Jim and take him out on an activity (I took him to some Air Hockey). Some say you must be friendly enough with him to move the story along. Some also say that it was enough to take him on an activity, and that they got the text message straight after that.

2) If you still haven't gotten any text message from Jim, and if he refuse to answer any calls (it goes straight to his voice mail), do a hard save at either safe house and quit the game entirely. Boot up the game, load the save, and the text message should arrive shortly thereafter.

I don't know if this is a common bug or not, and if it's restricted to the PC version, but I was freaking out at first since I thought I had to replay the entire story since I only had one save. The above steps worked for me at least, and it seems it worked for others who ran into the same problem.
