The description is actually incorrect on this one, if you go to the achievement sub-menu in the game you'll find the real one. It's actually killing 20 Cell as the gunner of the squad chopper in under a minute. You don't have to use the machine guns, just be in a seat other than the pilot's. (the rocket turret works best but honestly, any of them will do)
So have a mate spawn in the squad chopper and jump in. Fly to a tactical location and start the location, should spawn more than enough Cell. Gun them down and the achievement will pop.
It's also possible to solo this achievement by landing the squad chopper at a tac location, jumping out to start the location, and then running back and hopping into one of the gunner's seats (again, I'd use the Rocket turret as it really is the best for this).
