When you get back from the mission where you recover the USB from the Triads trying to do a handover the the CSP in the Subway you choose to recover the information in the assassination of Ronald Sung. When you meet him, hand over the evidence, and in the end (after the boss fight) the final mission in Taipei it will unlock.
