gonna copy and paste the guide from gamefaqs.

Play co-op on thousand cuts, easy

Person that is gonna get the achievement lets the other person grab the shotgun from the bus lot.
Keep going until you reach the two cops talking to a civilian. Guy with the shotgun shoots cop in the butt which will down him, other player finishes him off. You can immediately restart from checkpoint and repeat.
