You must restore 50% of Basel's hexes (the greyish-white static filled hexes). 50% of the hexes are available in chapter 5 once you get the pass for Core Lift 2.

Likes others have said, just restore 50% of Basel's hexes.

An easy method I found was to go to the arena and repeatedly fight the second battle. It's a very easy battle and can net you around 3 of the simplest hexes each time.
