You can get this on level 2, 5 or 6 on Officer or Detective difficulty. There are more than enough enemies for the 10 silent kills in each section. When you take control of Shadow, use the left trigger to sneak up on the soldiers. It also highlights them on the map. Once you get close enough to the soldier you will see Silent Kill come up on the bottom of the screen. You must see this for it to count as a Silent Kill. Do this 10 times and the achievement will unlock at the end of the level during the points tally.
There are a lot of people complaining that this achievement is glitched. Well it glitched on me also. I replayed all the levels a couple times to make sure I was doing it right and still, NOTHING! I am not sure why it glitches. I believe it glitches because you mess up during the silent kills and restart your checkpoint, however I am not sure.
How I fixed it:
Cleared my cache and started chapter 2. Went thru the silent kill section with Shadow and got all possible silent kills on all the enemies with the exception of one and I did not restart my checkpoint. What do you know ~ "Achievement Unlocked!"
