Easy to do in Mission 1. After you kill the Enforcer and take the elevator upstairs you'll be on a long balcony with lots of enemies. Clinch an enemy by pressing A+X and then press X to take him as a hostage, move to the railings and press A+Up on the left analog stick and Jack will automatically throw the enemy over the railing. When they hit the bottom and die the achievement will unlock.
