Story related and cannot be missed (chapter 7): You need a quick 500 bucks to pay off a gaurd for the transferr to Scofield's cell. Even if you have 500 bucks you still need to earn them (logic). So you have to visit King and he will tell you that the only way you can earn 500 bucks during a fight is to fight Bellick. Even on Shark it is very easy to defeat him, just use the counter move and you will do fine. Once you've finished Bellick (Y) the achievement will pup-op.
