To achieve level 25 you must complete the following for each Dragon.

All Melee Training
All Fire Training
All Novice, Normal & Expert challenges in the cave with gold medal rankings.

If you do all the above before the final tournament all 4 dragons should be level 22.5.

You then need to win the final tournament so that the viking in the Wilds gives you more fights which each give all dragons 65k xp each time. It will take 5 or 6 of these fights to get to level 25.
