When playing as a male character you can get this during an optional quest in Brightwall in which you are tasked with finding a missing play. The quest givers are found just outside of the Brightwall Acadamy. The dress will then be provided during the quest.

When playing as a female character you will get this during the second storyline quest after leaving the castle. It's the one where you sneak into a mercanary camp. Again, the outfit will be provided for free during the quest. This time right at the begining.
