In chapter 9 Trip will be chased by a dog. Catch up to it using your cloud and perform a takedown with the B button in under 36 seconds for the achievement. If it does not pop as soon as Monkey hits the dog, try to pause the game and start from the checkpoint again. If pause does not work, hit the guide button and return to the dashboard.
According to the comments the dog seems to move slower on easy, so you can try that as well.
