This might be Story Related as i got the Achievement, after Lady Chiyo joined my party in seach for Gaara.
Am not sure you need to see Kankuro, as i never seen him yet ive unlocked him.
Gaara Unlocks - when you play as him when you fight Deidara.
Temari Unlocks - When you see her in the forest and she joins your party.
Chiyo Unlocks - When you set out to find Gaara after speaking with Bak. |

| Its not story related, I mean you can get it that way but you only need a certain amount of Sp to unlock the characters. You get Sp by playing Story mode, xboxlive and Vs mode. |

Gaara- Already unlocked
Temari- Already Unlocked
Kankuro- Already Unlocked
