Really no easy way to get it except to work at it. Just simply reach level 10 and it will pop right after you exit your Pipboy once you have added all your points to your skills and picked your new perk.
There are many ways to earn xp to get this, such as completing challenges, Story Quests, Side Quests and of course the most common way killing things. It does help to have at least one companion with you since you also earn the xp for everything they kill and also makes some confrontation a little easier especially if you change their tactics to attack on sight because this will distract the enemies from you giving you the chance to improve critical strikes on them, just be careful because you can inflict damage to your companions if you hit them. Although I can not fully confirm this, but they don't seem to die they just end up unconscious for a period of time and then stand back up.
I was using ED-E and Boone when I got this since they were the first two Companions I ended up getting.
You will find ED-E in the Mojave Express Building in Primm and will need a Science of 55 then a repair of 35 to repair or a repair of 65 to repair or you can find 3 Scrape Metal, 2 Sensor Modules, and 1 Scrap Electronics and a repair skill of 35 to repair ED-E. Also there are Repair and Science Magazines inside the Mojave Express you can use if your just shy. They only add a +10 and do not stack.
Boone you can find in Novac in the Mouth of the Dinky on night watch. You will need to complete the Side Quest: One for my Baby to be able to acquire him. You can speak to Either Boone or Manny Vages to begin this quest.

Edit: In Hardcore mode your Companions do not get knocked unconscious, they will die so make sure they and you have plenty of stimpacks.
Thank You LeonDMSmith for pointing this out. I have not gone through Hardcore mode yet.

There is a glitch in Helios during the Side Mission "That Lucky Old Sun" which you can start this Quest at Helios One after you have talked to Fantastic.
During the Mission also talk to Ignacio Rivas in the next room and he will give you another password for the outside terminal and basically tells you it would be best to divert the power to all surrounding areas. You can do that when you get to the the mainframe after you have accessed the terminals outside. At the mainframe just pick the option that says Full Region (Emergency Power) or something to that effect. And it will overload the power station. Then go to talk to Rivas and pick the option telling him you overloaded the power station. Just keep doing it until you have reached level 30 if you like. You will get 350xp, 2 Stimpaks and 2 Doctors Kits each time. Also this must be done off line and the patch deleted.
Before you play just clear your Cache then play offline so you don't have to re-download the patch.
I did not find this glitch myself. I ran across it on-line somewhere and can't remember where. I just added this more for convenience then anything. Really just playing through will net the cheevo for you.

Note: I have obtained this achievement on another account. It was compromised so I had to switch to another.
