This is one of the "main story line" achievements. More specifically it is the achievement for playing the "NCR" storyline. To begin this storyline, speak to the Ambassador of the NCR at the NCR embassy on the New Vegas Strip.

Note that towards the end of this storyline, you will also have the opportunity to complete the "You'll know it when you see it" achievement as well.

This storyline completes with "Eureka!"
