What you need to do is load Chapter 4 on insane (as mentioned at the other solutions) and reach the room where you need to add a valve and there are 2 floor puzzles with 3 tiles each, behind the pump. Now pass the floor puzzle of either side and stand over the Lights out puzzle so you can see where the lights are lit. Now go to this link:

and change the grid to a 3x3, 2 colors (default) and press the "edit" button. Now press the dots on the grid so that the red dots on this grid match the lit spots you have on your Lights Out puzzle in the game, press the "play" button and lastly the "solve" button. On the right of the grid a smaller grey grid will appear, showing where you need to press, in order to solve the puzzle. Go to the game, press to solve and copy the solution you just got from the solver. Done!
