When your going for this achievement you don't need to worry about beating the PAR time.

I kept dropping back to the main menu until it offered up higher level buildings 8+ then go with them. Take your time and try to plot a route that will snag you all the civilians on offer.

If you want to go for this and work towards the 3000 score then you really have to try and beat the PAR time so probably best to attempt this on the easier levels.
