After getting this, it looks like when you restart the building the ones you save do count, but i think you have to finish the building for them to count, you cant abandon or lock your phone. I got this when trying to get to 3000 rank pts, you should get about 30-50 per building depending on levels in the building, I did it mainly on medium due to getting the most pts/min towards 3000 total rank.
