This one was quite simple.

Make 3 friends and you will unlock this :)

It's easier/faster to make friends if you choose the nice girl / guy persona during create-a-sim.

If your struggling to find people to make friends with:
Try looking for the yellow 'sim' symbols moving around the town map and click on them to 'meet'. - Or visit houses!

- after a bit of chatting you will become acquaintances and eventually friends.
