I have created an Sim everyone can download off the exchange, If you search for "Gold Digger" she will come up, her name is Rose Dawson Red hair, big glasses and whorish dress.
I originally made her to complete the "Gold Digger" Lifetime wish (hence the name,) and upon looking at challenges I realised she had done most of them.
If you don't have access to the exchange the Traits you need are, Evil and Kleptomaniac. I like to have Charismatic as well.
Return a stolen object
Originally I left out as I felt it was pretty self explanatory, once you have stolen something, simply go home and interact with the mail box and return the stolen item.
Become enemies with 15 sims & Be mean 10 times
Firstly you want to head to the park, a lot of Sims come in and out of this during the day, plenty of poor souls for your devilishly Sim to wreak havoc.
(You'll naturally complete "Be mean 10 times" while making enemies)
Start off by introducing yourself rudely, that alone is enough to get them annoyed using "Evil" under specials you can get the option to declare Sim nemesis. I found this was enough to get a Sim as your enemy, if not keep spamming "Mean" options until there annoyed enough for you to pick "Evil" ones.
Steal candy from 5 babies
Easier than I originally thought, you can do this all on one poor unfortunate baby, wait for their mother or father to place them on the ground and pounce in for some sweet sweet free candy ^^ this can also be done at the park.
Also suggested by zerospaceA4 & Mojo I Uk, If you can't find any baby in the whole town, you can create a new family with a baby. Surprisingly, an evil mother can steal candy from her own child.
Steal 20 things with a kleptomaniac Sim
This will take a bit longer than the rest, as I said before I was completing Gold Digger Lifetime wish, Seducing Malcolm Landgraad, while waking up in the middle of the night pocketing his processions.
You can only steal 3 things a night, and you can only steal at night. I made sure everyone was asleep in Landgraads household or at-lest made sure they wouldn't walk in. This can be done anywhere at night, a nice place to swipe a few things has to be the Art gallery, those painting fetch a few Simoleons and its located right next to the park, create a few enemies and run over the road and swipe a few paintings.
* A very good suggestion I didn't think of from "connectmeplease" Is that the Kleptomanic limit of three thefts of day is per Sim, so you could create a household with two or three kleptos which would make this part a lot quicker.*

The Reviler is made up of several sub challenges. To complete all of them you will need to play as a sim with the kleptomaniac and evil traits.
Be mean 10 times
Can be done with any sim as a action option. Rinse and repeat. This can be obtained whilst becoming enemies with 15 sims if you don't want to do it separately.
Become enemies with 15 sims
Can be done with any sim but is far easier with an evil sim. Simply be mean until you get the option to declare someone your nemesis. With an evil sim this mean a rude introduction, and then you can opt for nemesis. Rinse and repeat.
Steal candy from 5 babies
Those adorable toddlers are stashing candy somewhere and it's yours for the taking with an evil sim. Simply interact and you will have the option to steal candy. Parents will occasionally put down toddlers at the park or at houses, or simply have a child yourself. They appear to have unlimited candy supplies as I got this by stealing from the same child 5 times in a row. Be warned, there will be tears!
Steal 20 things with a kleptomaniac Sim
There are all sorts of weird and wonderful ways to approach this but if you're still stuck, like I was, then here's what to do. Anywhere that is not in your lot can be used as a place to steal. This means the art gallery can net you lots of cash. Simply go to someone's house (be invited in) or go to a public place at night with a klepto sim and click in an empty space. As well as the usual go here and jog here options, you will find a swipe option. This is how you trigger your sim to steal. As it is a klepto sim, you cannot control what they take, hence the need to click in an empty spot.
EDIT: Thanks to xXAphrodisiacXx. As it's three things you can steal a day you can steal three before midnight and then three after allowing six in one night if you didn't steal on the previous night.
Return a stolen object
Once your klepto has collected some stolen goods go home and click on the mail box. There will be an option to send a stolen item back. Click it and select something useless to complete the challenge.
N.B. As asked by xDJNeLLieNeLL you do not have to complete everything with one sim. It will carry across all your characters as long as you save al your progress.
