For this achievement, I went to the nearest pond on the map.(As far as I know it doesn't matter where) but you do need the Luck karma power. Before you start fishing use this power and as you fish eventually the achievement will pop. Simple.
*You can earn this achievement without using the Luck karma power using live bate. Thanks to xCherrYXx.

It is better to use the lucky karma power, and is easier if you have level 10 fishing skill. Also if you are looking to catch a certain type of fish, I created a list with the bait and everything.
