Each level has a target number of moves and a target completion time for earning gold, silver, and bronze medals. To get 50% of the Gold Move Medals, you need to beat the move target in 50% of the usual levels (the earliest it can be earned is in the middle of the Artisan set of levels), plus 50% of the bonus levels (again, 1/2 way through the Artisan levels). There is a spreadsheet there, and it has tabs for each of the difficulty levels. Color outlines/numbers show you which order to draw the colors in. The steps will get you the gold medal target (or better) on every level.
