The mission with the least amount of Intelligence is "Bangkok Mission 3.1: An Uneasy Alliance" which has only 1 Intel.

After the initial shoot out, you will proceed to chase the suspect up the stairs, as you exit the stairwell from the aquarium’s top floor there will be a dead security guard, simply scan him to get the intelligence.
