As the video below shows, start "Istanbul". When you get down into the tunnels, change the track points in the signal room. Once you have done that there will be reinforcements coming down the elevator outside the signal room. Go into Bonds Smart Phone and look at the top of the elevator and shoot where it says it is "shootable". When the lift crashes down and a load of smoke comes out the achievement should unlock.
