First when you arrive to the elevator and the helicopter starts shooting, run immediately to the back right corner of the elevator. The bullets won't hit you when you're there.
I made a video guide of beating the helicopter boss on 007 difficulty.

you might get stuck at one part like I did.. its at the end where you have to go up the elevator to finish off rak.. I was stuck on that part for so long I thought it was impossible... well if this happens to you there is a way to do it luckily.. all you got to do is after you finish all the enemies in the area with the elevator that rak shoots you from the helicopter and you die after fighting mad guys which you will be very familiar with because of how annoying it is lol... kill all the guys from the top area dont go near the elevator at all.. once there all down run and go straight into the elevator.. cuz at first he flies up and then he comes back down and shoots but if you just go on the elevator quick and go up right away you will make it up before he comes back down.. seems simple but making it through all the guys is kind of a pain and then to get trapped in an elevator for an inevitable death after getting no checkpoint sucks to keep doing over and over
