You get 2/3s of this in Sequence 4 Memory 5 (Man of The People), you have to go assist two people by killing guards and then tell them to go somewhere. AFter you get those two just look for the symbols of two swords crossing, or it will say Recruit Assasin, go to just one, kill guards, talk to him and achievement will pop.
