Before you start a game, press X to go into custom rules. Set the amount to receive when landing on "Free Parking" to more than $200 (just to be absolutely safe, I set it to $500).

Start the game, and keep playing until you land on the square. The achievement will unlock almost immediately upon you doing so.

There's of course certain level of luck involved for this one, mainly the luck of the dice.
