You'll face Hot Flash at the end of Level 9. To defeat her, do the following:

- kill off the waves of goons by shooting at them
- avoid her fire shots by running and jumping out of the way
- stop her oncoming fire wave attack by pressing "B" repeatedly on the rightmost fire hydrant at the bottom of the screen

When you use the fire hydrant on her, 1/3 of her health will be reduced.

Repeat the above two more times to defeat her without dying.
