Bulletin Boards are found in Hatmandor (outside the main gates), in New Ashos (near the teleport) and Desecrated Ashos. You'll be introduced to the mechanic in Hatmandor. After the introduction, you can "loot" the bulletin board and obtain scrolls that contain the quests. Read the scrolls to add them to your quest log. The achievement will pop immediately after finishing the tenth quest.
