Really easy achievment to do I even did this while having my first cop chase me.

First thing is to fill up your Nitrous Bar all the way wait till you get to a spot on the map where it's a straightaway no turns involved and Hold the (A) button for Nitrous down. You Should get it if you didn't run into any cars or side railing.

Simple.
