You will unlock the ability to use spike strips very early on the the game. Remember you only get a certain amount per event so timing is key. You can use the right stick to spin the camera around your car (this helps) so when a cop car is close behind and in a direct position then deploy it. You will get a little cut scene of the cop car spinning out if done correctly.
