To get to this rank you need a grand total of 2,000,000 bounty. Now there are 3 steps to achieving this rank and finishing off most of the other achievements:
Step 1: Finish all races, hot pursuits, etc. on gold. - This will easily net you up to around 1.2 million bounty and get you to around level 13. It will also give you the 100g achievement for completing all races with a gold.
Step 2: Finish all online achievements - whether you boost this or not you will still get quite a bit of bounty, when i had finished them I was level 16.
Step 3: A long grind - If you want to get this achievement out of the way as quickly as possible there are a few races that give a lot of bounty very quickly:
1. "Glorious Fourth" - found in fox lair pass at the very top of the world map: very easy to complete as it is mostly straight, only 7.9 miles and on motor ways so you can also get easy oncoming bonuses and work towards your oncoming challenge.
2. "Spirit of Performance" - found in carson ridge resevoir in the bottom left hand corner further inland. This is a short duel that is only 6.7 miles long and is probably the quickest without DLC as it gives you about 16500 bounty in just over 2 minutes.
3. If you have the DLC "super sports pack" then there is a race called fast track which will give you around 15000 in under 2 minutes so this will be quickest.
I would try and vary it as it can get very boring doing the same race so many times, there are plenty of other quick races.

i recommend playing the race called SPIRIT OF PERFORMANCE is on the bottom right corner, takes about 2:20 is a duel n even if u lose u still get a lot of bounty 15000+ winning u may get 23000+
