A friend needs to post a recommendation to their wall. Go into the Wall section from your main menu. Find their recommendation press RT, this should take you to the race. Once you've beaten their time the achievement should pop.

I tried to do this just by entering the race. I beat the time but it didn't pop. It was once I went into my wall and followed the steps above that I was able to get the achievement.
