If you don't have a friend that has this game the easier way of doing this is going to "Fox Lair Pass" it's all the way in the upper left corner of the map you should be around a Wanted Lv. 6 or 7 by now to get this map. Choose "Avalanche" it's the 3rd Event.

You want to choose the Ford Shelby Super Snake 500 as your car; you should have this car available if you're a wanted Lv. 6. Choose it and pick black as the color (it's going to be black with red stripes).

When you start the race the first cop car spawns to your right on the boulder, you’ll have to wait till your Spike Stripe is charge up so it might be a minute or two just make sure the cop car is behind you and hit down on the D-Pad to activate the Spikes, you should get this achievement if the cop car runs over the spikes.

Now if he dodges the spikes just wait till his car gets behind you again and deploy your spikes. You'll have to wait awhile for the spikes to charge back up again.
