Pick the Story Mission in Episode 9 because it's the easiest level to get the achievement on. The Cutlass is the weapon that Pirate Naughty Spawns with but if by chance you lose it then most of the other bear pirates have one anyways.

To get Master Miyagi to show up you need to get someone to call in help. When I went for this I also got it in Area 2 'The Factory' So I can only confirm it works there. Scare the other bears a bit until they radio in for help and then hopefully Miyagi will drop from the helicopter. All you have to do then is hurt him enough so he is limping then press RT with the cutlass to Ultra Kill him.

Just a note... the pirate and Ninja's hate each other and I had the pirates attack the Ninja's that came in so you might wanna be quick about killing Miyagi :) Good luck
