This can be achieved by any character and any Arcana with a powerful damaging effect.

First you must go into the powered up state of arcana by pressing X, Y and B all at the same time...Followed by the button input to do the Arcana's Blaze attack. This always seems to be a Hadouken motion with the joystick followed by X, Y and B again.

Once you've got that down just make sure that your opponent has low health and that it finishes the match and K.O.'s them.
