Baldur is the middle guy on the top row of Arcanas.
I got this by finishing the final boss with Baldur's attack but I am not sure if you need to do that or just finish the game with Baldur as your Arcana.
Finish him with Baldur's attack just to be sure.
If you're using a pad it's probably better to have X+Y+B mapped to something you find easy to use in a fight. I used right bumper.
To do Baldur's attack first press X+Y+B. Then do a fireball motion plus X+Y+B.

According to KashThePriest, you don't need to use it to finish him, using it during the fight is enough. |
