This achievement will unlock when you upgrade your fourth weapon fully. Each weapon has two distinct parts that you can upgrade, so that means the earliest you can get this achievement is at the game's eighth Power to the People station, in Olympus Heights.

1. Neptune's Bounty - room after defeating Peach Wilkins
2. Arcadia - one of the rooms right before the Farmer's Market
3. Farmer's Market - bottom floor of the Winery
4. Fort Frolic - Le Marquis d'Epoque (the southwest corner of your map)
5. Fort Frolic - Sinclair Spirits; use the button on the desk to open the way downstairs
6. Hephaestus - In the SW portion of the circular core room
7. Hephaestus - In the back of Kyburz's office
8. Olympus Heights - In the large, multistory room (with all the important character's apartments branching from it) check the central column of the room
