After fencing 300 gold, talk to S'krivva, and she'll tell you that Hieronymus Lex has invaded the Waterfront District looking for the Gray Fox and that you should seek out Methredel, who's hiding somewhere in the Imperial City. To locate her hideout, visit any beggar, and they will direct you to a house in the Talos Plaza District.

Once in, she will tell you a master plan to rob 3 different places in the the Imperial City all in one night. She then tasks you to get Hrormir's Staff from the Arcane University. Sneak in in between 1 AM and 7 AM to get Traven when he's sleeping.

After getting the staff, watch Lex until a Dremora appears and gives him the message. Pick up the note and head back to Methredel, where she will task you to give the staff back as a token of gratitude. Luckily his house is in the Talos Plaza district and he is out from 9 AM to 6 PM, so break in and place the staff.

Methredel will direct you to S'krivva, who will reward you with 300 Septims and a promotion to Cat Burglar.
