Colin Montgomerie is the third opponent you will face in the third bracket (from the top). You do not have to beat the other 2 brackets first, but you should gain some experience before facing Colin. I was at about 30% across all skill levels and I was able to easily beat him. You will have to beat two other players in the third bracket to before unlocking Colin.
