Watt Street is very near to where you start when you boot up the game - the first Junkyard. Look at your map to find it, then get to the lights at the end of it.

Press up on your D-Pad and floor it to the other side of the street (a counter will tick down if you've started it properly, you have to be on the RED sign to set a Road Rule)

I recommend doing this with a very fast car (by C-B license you should have something fast enough for this) and having a full boost bar. The record is something like 6 seconds, you can easily do it in 5.

Road Rules are unlocked after winning one race event

To enter into the Road Rule mode you need to press UP on Dpad, the road sign at the top should change from a green background to a Red one. The time you are aiming to beat is the OFFLINE time which is 5.8 seconds.

You dont need a fast car but you DO need a full bar of boost and a nice run up.

Watt Street is located south of the beginning Junkyard.
You can press the Back button to bring up the map and change the Display to Road Rules to see the names of roads.
