Find all the Races, Road rages, Stunt Runs, Marked Man and Burning Route events.
Keep driving through paradise city and eventually this achievement will pop up.

Because the link in the previous solution is broken it seemed me usefull to post a new link for people that need it. Found it on Google but have re-uploaded it to imageshack so it hopefully stays on there.
