This achievement is for finding and entering all 11 Car Parks in the game.
Car parks are only located in the Downtown Paradise (4), Palm Bay Heights (4) and Harbor Town (3) regions.
Here are the roads the entrances to the Car Parks are:
Downtown Paradise

~ 1st Street - 0:34
~ Fry Avenue - 0:43
Palm Bay Heights
~ Hudson Avenue - 0:53
~ Young Avenue - 1:02
~ Lambert Parkway - 1:12
~ Hamilton Avenue - 1:21
Harbor Town
~ Manners Avenue - 1:30
~ Hall Avenue - 1:38
~ Lambert Parkway - 1:46
An easy way to tell if you have been inside the car park is that the smashes at the entrance have been broken.
