This isn't necessarily a solution for the achievement as a whole, but a fix for those of you who were having the problem I was with not being able to get a crime in progress to spawn on the bridge for the last challenge in this category. (Stop a C.I.P. in each district.)

As long as you can get a c.i.p. to spawn in Sheldon park you are fine. It's the smallest district and always seems to have the same crime. A large group in front of wonder tower. Once you get this to show up, take out all the enemies EXCEPT the armored one. Now get him to follow you along the railing on the waters edge. It will turn to the right and end facing the bridge itself.

There is a spot on the wall to the left, if you are facing south, where there are some pipes coming out. There's a little nook between the railing and the pipes. When you are in this area you will notice it tells you that you're in the pioneer bridge district. This is where you want the armored guy you left alive from the crime to follow you. Once you get to where you want to be, the enemy will start to run away, back to Sheldon park. Just use your quick fire grappel and keep pulling him towards you. Once he is in the bridge district with you (I put him in that nook I mentioned) do a stun beat down on him. This will complete the c.i.p. and the game will register as you doing it in the bridge district, giving you credit for that area. If this is the last you need, as it was for me, it will complete the challenge for you. Achievement unlocked, and progress towards the "legend of the dark knight" achievement.

Edit: deexor informed me that the c.i.p. he got in the area involved ninjas. I haven't encountered that one, but for those of you who do, the ninja will dodge the grappling hook so the method deexor used was to jump behind her and use cape stun to push her into position before taking her down.

Warboy925+1 from me!! I got lucky and got the cops vs. robbers (lol), dumb armored cop followed me to the "nook," started to run away, grappled him, jumped over him, did an ultra stun, and his butt, and the cheevo was mine!!!!!

its whatevaI tried for hours to find where the Bridge fight would be and it never materialized. I googled an answer and found a GameFaqs thread that said to lure the Sheldon Park ninjas to a tiny nook where the Bridge area begins. All you need to do is defeat the ninjas in that nook (make sure it says Pioneers Bridge or it won't count).

This consists of 15 challenges which are:

1 - Perform a Straight 75 Meter Glide (Grapnel Accelerator Not Allowed)
Just use any rooftop and glide from there while pulling your left stick and you should get this one easily.

2 - Perform a Vertical Dive for Over 25 Meters
Find a tall building then glide and hold RT.

3 - Complete the Basic AR Glide Drills
4 easy challenges marked as exclamation mark on your map (You will get Grapnel Accelerator).

    4 - Perform 1 Grapnel Accelerator Takedown
This one could be tricky. I did it in the mission where you use sewers to get to the police station and while in sewers you will see 2 guys in masks standing close to the edge of the platform so takedown both of them using Grapnel Accelerator to make sure you got this challenge done.

    5 - Stop a Crime in Progress
    Find and destroy :)

6 - Use the Smoke Pellet to Set Up a Takedown Opportunity
Use the smoke, move behind an enemy and silent takedown him.

7 - Perform a Straight 250 Meter Glide (Grapnel Accelerator Allowed)
If you have done Point to Point achievement than you can go to the bridge and just do the same again. If not, then it is good opportunity to do this challenge using Point to Point guide, so you will have both of them done.

8 - Reach The Top of the Soder Cola Building in Diamond District
This building is to next to the south part of the gotham pioneers bridge.

9 - Perform a Straight 150 Meter Glide (Grapnel Accelerator Not Allowed)
From the same building (Soder Cola) glide towards the open area near the bridge and you will get this easily.

10 - Complete the Intermediate AR Glide Drills
2 intermediate challenges which ask you to use RT to dive and pull Left Stick to pass checkpoints (You will get Shockwave Attack).

11 - Knock Down 3 Enemies with a Single Shockwave Attack
Use the shockwave attack in large group of enemies to knock them down (RT to dive and B once landed).

12 - Perform a Vertical Dive for Over 50 Meters
Find a tall building then glide and hold RT.

13 - Complete the Advanced AR Drills
    2 advanced challenges.

14 - Glide for 25 Meters while Maintaining of Height of Less Than 5 Meters
Another tricky one. You can't use grapnel here because it will mostly take you over 5 meters above the ground, so I used south part of the brigde (because it goes downwards) and used diving-pulling method to glide.

15 - Stop a Crime in Progress in Each District
I belive this challenge is glitchy because I finished this without stopping any crimes neither on the Gotham Pioneers Bridge nor Sheldon Park. But I stopped crimes in the Bowery and Diamont District twice. Also, thanks to ThePaleHorseman, you can use that solution to finish this set of challenges.

Hope these small tips helps you and good luck!

WreaxFor #15 check out this video I just found:
    https://www.youtube.com/watch?v=uqFz8-DdrUM

I had the same problem with 8/9 districts. Followed the video and worked like a charm. To get one to show up all I did was keep circling the building next to where it appears.

GoClimbAGlacierIf it doesn't unlock after doing the Bridge CIP, and you are sure you have them, stop one more CIP and it should unlock.

If you're still needing help via a more visual guide for this track, I'd recommend the following video below from Batman Arkham Videos. It breaks down all of the steps for each step in the track and gives a solid guide on completing them.

The crux of the 15th step (Stop a Crime In Progress in each district) can be carried over to a new save. If you have completed the Firefly battle or finished the main story, a C.I.P. will not happen naturally, you can go into New Game+ and then get the one that appears on the bridge there.
