  Where I got this achievement was on the mission "Uninvited" in Act II. You have to protect Bedbug in the brick factory by eliminating Iraq's crew. Just before this mission Jordie show's you how to use IED's in case you haven't used them yet. Once at the factory and after you hacked the video feed you will have a chance to place IED's and the game helps by providing you with probable locations as to where Iraq's men will go.
  
  On both ends of the factory there are spots on the ground with tire marks. Place an IED in the middle of each (So you have 2 chances to get it). Once his men show up detonate the bombs. The whole vehicle should explode and the achievement should pop soon after.
  
  Doing it during a mission will avoid unwanted cop heat and you won't get negative reputation
  
  If it doesn't then kill yourself and try again. You will respawn at the start of the countdown allowing you to adjust the IED placement.

  do the IED explosion at the place S3k5sUn suggested, and just as you are about to detonate, go into focus mode (press the right analog). After the car blows you will unlock the Black Hat Trick achievement, and the Magic Smoke achievement for killing 4 enemies in a single instance of focus mode.

  If someone missed this opportunity, because of being already past this mission, I can recommend the final mission of the (optional) weapons trade investigation.

  Here you have to infiltrate a building and in the center of this building there are some guards standing close together. Throwing an IED towards them netted me the achievement.

  Black Hat Trick Achievement Guide.
  
  In the first Act the 5th or 6th mission called "Open Your World" you will get acces to a lot of different new skills. One of them is the IED bomb. A little bit further in the level you go in a parking lot area with 2 van's standing in front of you, kill the first two guard in front of it and the rest of the team will going check it out. Place the IED on the van and when the 3 guards are nearby just hack the IED and let it do his work, EXPLODE!

  Another alternative to the above solutions is to engage in a Criminal Convoy (prefferably one where you have to kill the target) and simply get ahead of the target by following the Yellow Chevrons and block their path with a car.
  This should make the convoy stop. Then throw an IED inbetween the first and second vehicles in the convoy and, from a safe distance, detonate the IED. This should blow up both vehicles, netting you at least four kills.
