The ninth tournament is located on Lake Toho. You need 130 reputation points to begin the tournament. Just cruise around the lake switching lures and changing your equipment if you want to until you catch enough fish for the 130 points.

Buoy #1
Straight ahead, very obvious.
Buoy #2
Head south-west from the previous in a little bay.
Buoy #3
At the far north end of the lake.
Buoy #4
In the smaller of the two bays to the south-east.
Buoy #5
At the east end of the larger bay to the south.
You can use this time to try to find some good fishing holes, so just find some fish and catch them until you have enough reputation points. This lake is full of fish, so anywhere you go should be fine.
Once you have enough points you'll be asked if you want to continue fishing (choose yes) or proceed to the tournament (choose no). Do what you like but I'm moving forward.
This tournament is for Largemouth Bass only. There is a nice school to the north of the starting point where the buoy's were in the first part of the tournament. Use your time before the tournament to find your favorite spots and just keep trying them till you win.
The final tournament is located on Table Rock Lake. You need 140 reputation points to begin the tournament. Just cruise around the lake switching lures and changing your equipment if you want to until you catch enough fish for the 140 points.

Buoy #1
From the start, turn around and go past the docks to the farthest east you can go.
Buoy #2
Once out of this channel, turn left and head to the north side of the island, the buoys are between the island and the west shore.
Buoy #3
Continue heading south, and before you can make the right turn is a little dock. Go around the north side of it.
Buoy #4
Turn around and head all the way north. To the north east of the small island past the starting channel.
Buoy #5
Directly to the west of the channel you start in, go all the way to the west for the final buoy.
