Okay so:
Question- My question is if your playing with somebody that has the DLC and your playing with them. Can you get the new achievements by going through the game and getting your partner to talk to the people for the achievements. |

| Pretty certain that doesn't work. You have to get the paid DLC to get the achievements. |
