You have to have beaten it once before it will let you pick Jill. Just like the main game, where you have to have beaten it once to be able to pick Sheva.
It doesn't matter what difficulty you beat it on, just so long as you've beaten it. It'll give you the option as you start a new game. Hope this helps! |
